The Desperation
Plague has ravaged the Norther Weyrs, and Weyrleaders are at their wits ends. Thread falls from the sky, killing more riding pairs. The people aren't breeding fast enough, though while the dragons should be producing faster, the plague has hindered this- simply, riders die, and therefore dragons die. The mortality rate was much to high to combat thread. Something must be done! There had been one Telgar scheme to bring young candidates back into time, spend ten turns growing and training, and bringing them back ten turns older in time for hatching day. Could they use this idea?
The Secret
Telgar decided they would make a colony back in time, in a long interval, to create supplies for threadfall- real human and dragon breeding Weyr. There had been some record of a Southern Weyr, but it had long been abandoned. With a few missions, the site had been found, but first, they sent back groups of holders and crafters with a handful of dragon guards to first settle. They founded their hold in the cliffs under the brightest Southern star and named it Star Hold. Five turns later, the holders were doing their job, there was a baby boom, and the children were thriving on the rich diversity on Southern Continent. At that time, Weyrleaders contemplated sending their Weyr back, but they waited until 12 turns passed before assembling their party to go settle Southern Weyr. The queens of Telgar bred well, and there were more dragons available to send here than any other Weyr. Queenrider Neory, and her gold Sheluth (now 14 turns old), were to go back to lead Southern Weyr. Next to her, until Sheluth rises, was sent R'net, partly because he is smart, and experienced with time travel, secondly, to get him out of Weyrwoman Elisha's hair. They were given instructions that anyone, male or female were allowed to stand since the need for riders was dire. None of the other Weyrs were told, in fear that there would be a war for land on Southern, they didn't need a war on eachother, but they should be concentrating on fighting thread. So Southern would be a secret (write secret in your character application), and the riders born there, would never be able to fully return to Nothern society since to them, they never existed.
The Blackmail
Not all secrets would be safe, though, so what if another Weyr finds out about the adventure? What if they wanted their stake in Southern hold and they wanted the advantages of "breeding" Weyr for threadfall? If Igen overheard the whispers of this, would they blackmail Telgar until they let their riders get in the ranks of Southern? Oh, indeed they would and they did. So queenriders Neory and Laszreen are both sent down there. Who now is Weyrwoman? Telgar would say Neory, because Telgar first thought of the idea. Igen would say Laszreen, because they have the ability to blackmail Telgar.
The Solution
It is in Telgar's best interest to just let the queens' next flight determine the Weyrwoman because if they demand Neory is Weyrwoman, Igen might blab, and there could be four more goldriders competing for a spot at Southern. Not to mention heated debates and Weyr meetings. Work, work, work.
So the next queen to rise, Sheluth or Elfreth, will determine the Next Weyrwoman.
The Competition
If that wasn't pressure enough, the women's bronzeriders want their title of Weyrleader badly, whether it be with Neory or Laszreen. Some of the most heated competition is between R'net and J'var, both previous winners of their queenriding counterparts. Not to mention, there are a handful of other bronzeriders who are also eager to win some golds. It's also been a while since a gold was clutched. Will Sheluth or Elfreth clutch one? If so, the girls from the North, and those from Star Hold will be at war.
